Minutes

 

The meeting was called to order at 1733.

 

The Colors were presented and the Pledge of Allegiance was recited.

 

D/C Don Schult introduced the C/C representative R/C Allan Wentworth, who gave a few words and will give his report tomorrow at the Conference meeting.

 

Secretary Carlson called the roll and Council members present constituted a quorum.

 

Cdr Schult asked if no objections were made the order of business may be changed to expedite the meeting, no objections made.

 

Al Harmon of the Rules Committee reviewed the voting procedures according to the District By-Laws.

 

Minutes of the Past Council and Conference were approved. Motion by Jeff Hamilton and second by Jennifer Cihak.

 

Squadron Commanders gave a report on what they have planned for Safe Boating Week. Copies of all Squadron Commanders and District 10 Bridge Officers are on file.

 

District Administrative Officer Robert Stierna reported that our membership as increased from 1391 in 2004 to 1422 in 2005. He also reported that 173 attendees were at the Minnetonka Rendezvous.

 

Sheboygan Squadron retained 100% of its membership.

 

District Executive Officer Jeff Hamilton reported that our District had preformed 1071 VSE’s which rated 10th in exams preformed.

 

DEO Ted Smyczek informed us that software ordering forms will be given out at Saturdays DEO seminar.

 

Al Harmon reports that it has been a quite year and there are no rule changes.

 

Planning committee reported on the decline membership over the past decade even though we gained in 2005. Encouragement was given for all members to THINK OUTSIDE THE BOX, to increase membership.

 

Audit Committee has no report at this time.

 

Nominating committee reported that a copy of their report was included in the Communicator and is on file with the secretary.

 

Richard Siebert reported the Education Fund is at 100 % contribution. He thanked all Squadrons for their efforts.

 

No Unfinished business was brought up.

 

New Business.

 

Dan Baker made a motion to change the Squadron burgee by adding a ½” gold border to their burgee to signify 50 years service to USPS. Seconded by Sue Tipler. Motion Passed

 

Maury Rice made a proposal about the 2005 Wisconsin Assembly Bill #248 to do with Mandatory Boating Education Proposal was turned over to the Rules Committee on a motion by Robert Stierna and seconded by Jeff Hamilton. Ruled out of order and tabled until Saturdays Conference Meeting.

 

Cdr Schult requested that R/C Al Wentworth carry to National that Certificates of Appreciation and Honorary Membership are available on the website in PDF format that Squadrons can fill out locally.

 

Ron Krasse talked future about the Wisconsin Bill 248 concerning Boating Education, more on this at Saturdays Conference Meeting.

 

Cdr Geoff Carman of Oshkosh updated us on the 2005 Rendezvous at Winneconne. Local hotels are filling but he advised to check website for other hotels in the area. Dates are August 5-7

 

Cdr Sue Tipler of St. Paul reported that the Best Western Hudson House in Hudson Wisconsin is the site for the Sept 29-Oct 1 Fall Conference. Room rates will be $68. for 1 queen in the Motel that is connected to the Hotel and $76. for a queen or King and $73. for 2 queens in the Hotel. All rates are plus tax.

 

P/R/C Hal Fotsch reported on Minnesota Tax Exemption. We do not have Minnesota tax exemption at the present time. District 10 is incorporated in the state of Wisconsin so we would have to file as a foreign corporation under D 10’s corporation. Motion by Dave Carlson and seconded by Dennis Peterson to have the District do the necessary paper work for Minnesota Tax Exception. Motion Passed.

 

P/R/C Hal Fotsch reported on the Non Profit solicitation of monies in the State of Minnesota. As long as we do not go over $25,000 we do not have to file with the state.

 

Cdr Don Schult reported on the site of the 2005 Fall Conference at the Blue Harbor Conference Center, Sturgeon Bay WI. October 28-30. Slides were shown high lighting the complex.

 

Al Wentworth reminded everyone that the N Club will meet Sunday at 0800. Subject is to cover the new electronics by Raymarine.
