Minutes
D/C Don
Schult, Sr. AP called the meeting to order at 1315.
The colors
were presented and the Pledge of Allegiance was given.
Terry Schneider representing the Minnetonka Mayor who was attending a
Home Land Security. Mr. Schneider welcomed us to
Kim
Elverum, Boating & Water Safety Coordinator, MN DNR, was introduced and
reported on the past years boating conditions. Kim was also given a years
Honorary Membership.
P/C Ron
Kraase, was given an Honorary Membership to present to Bill Engfer, State of
P/D/C Ron
Kraase by USPS National Operating Committee Guidelines was appointed by the C/C
to lobby on behalf of USPS with the State of
C/C’s rep
P/R/C Al Wentworth reported that D/10 has gained in membership where the USPS
overall has lost membership. First Timers reception was hosted by St. Paul
Insurance Company at the Annual meeting in
Roll call
was taken and we did have a quorum. All Bridge Officers, Committee Chairmen,
Squadron Commanders, 7 SEO’s and 40 Delegates are present. The following
P/D/C’s were present, Gerald Brings, Jack Newman, Richard Siebert, Al Wentworth,
Ben Coons, Ron Kraase and Hal Fotsch.
Al Harmon
reviewed the voting regulations for today’s meeting, as to who can vote and
that voting will be by voting cards.
The minutes
from the Fall 2004 Conference were electronically
distributed as well as in the seat packs. Motion by Mike Beckman and seconded
by CDR Sue Tipler to accept the minutes as written. Motion Passed.
P/D/C Art
Mollica read for ratification the resolution from the Winter Council meeting
where
Al Wentworth
called on Ruth Wentworth, Secretary National Safe Boating to present an award
to D/10 for Boating Safety. This award was issued in the names of P/D/C Mike
Wiedel and P/C Julie Rossini for their never ceasing safety work.
D/C Don
Schult called Hal Fotsch forward on behalf of USPS to receive his Life
Membership, for earning 25 merit marks. Dan Simonson also was awarded a Life
Membership which was given to CDR Grady Strand to give to Dan at a Duluth
Meeting.
Jim
Pahl-Washa was recognized for his fine work on the Grand Excursion which took
many hours of his time as well as all the people that served on his committee.

Planning
Committee, Looking at possible change’s to 2 meetings a year similar to what
National has done. Nothing planned yet.
Audit
Committee, reviewed the books for the passed 5months and 20 days. All books are
in order. Art Mollica made a motion to accept the report and Cindy Winger
seconded the audit report. Motion
Passed.
Education
Fund, Dick Siebert reports 100% contribution for the District.

Maury Rice proposed
that District 10 support the Wisconsin Assembly Bill #248 to do with Mandatory
Boating Education.
Motion by
Dave Biddick and seconded by Cindy Parisi. Motion
Passed.
Maury Rice,
be it resolved that District 10 of the USPS for presentation to the Governing
Board and action. That the USPS adopt a Corporate
structure which is more closely related to a business model. with
a true Board of Directors containing some members who are not all USPS members
who would bring needed expertise to the board with an Executive Director who
would be in charge of the day to day activities of the organization. I so move.
Seconded by Sue Tipler.
A motion to move to Planning Committee for more consideration and to be
brought to the conference at a later date. By Dave Biddick and seconded by
Jeff Hamilton. Motion passed to
send to Planning Committee. Planning Committee to report back
at the 2005 Fall Conference.

Squadron
Commanders gave a report as to what they have or are doing as far as Spring
Boating Classes. All squadrons are doing a course or have finished.
Commanders
Report;
D/C Don Schult gave his report with
the aid of power point. the highlights being that
District 10 made the Coop-Charting Honor Roll and David Biddick is #1 in the
nation as far as Coop-Charting with 44244 credits. Also Tom Rossini earned the
Century Club award with 177 vessel exams reported. Also Don commented on the Grand Excursion. District 10
has a positive increase of 31 new members.
With no
other business the Conference was adjourned at 1610.
